Executive Director Sam Hayes Names Allen Norfleet as Director of Campaign Finance

North Carolina State Board of Elections Executive Director Sam Hayes welcomes Allen Norfleet to the agency’s campaign finance leadership team.

Norfleet previously served for more than three years at the Maryland State Board of Elections, most recently as Director of Candidacy and Campaign Finance, where he oversaw campaign finance reporting and compliance with state election law.

Norfleet replaces outgoing director Lindsey Wakely, who served at the State Board for eight years and is transitioning to a new role at the State Ethics Commission.

“Allen brings an extraordinary depth of campaign finance experience to North Carolina,” Hayes said. “His experience working with campaigns, committees, election officials and federal and state campaign finance systems will be invaluable as we implement our new campaign finance system. We are fortunate to have someone with his background helping lead this effort. We thank Lindsey for her years of service to the board and wish her the best in her next role.”

Norfleet worked closely with campaigns, political committees and election officials to promote accurate reporting and transparent disclosure. He has more than 20 years of experience in the campaign finance field.

He has spent his entire career in campaign finance. Before joining the Maryland State Board of Elections, Norfleet worked at the Federal Election Commission and as a private-sector compliance consultant, gaining experience across all aspects of campaign finance.

Norfleet, who grew up in Wilson, holds a bachelor’s degree from Campbell University and a master’s degree in public administration from Virginia Tech.

The North Carolina State Board of Elections is an independent state agency responsible for administering elections and campaign finance disclosure in North Carolina. The State Board oversees the administration of elections conducted by county boards of elections and administers North Carolina’s campaign finance disclosure requirements.
