State Board Announces Campaign Finance System Vendor Selection
The North Carolina State Board of Elections today announced the selection of a vendor to replace the state’s aging campaign finance reporting system, with ReFrame Solutions selected as the winning bid for the $2.2 million contract.
The State Board will now work with ReFrame to replace a system that is more than 20 years old with a secure, cloud-based platform designed to make campaign finance reporting more transparent, efficient and accessible. This modernization is intended to make it more user-friendly for candidates and political committees to file reports and comply with North Carolina law. It also will make it easier for the public, media and others to search, understand and track reportable political money.
“This is a significant step forward for elections and campaign reporting in North Carolina,” said Sam Hayes, Executive Director of the North Carolina State Board of Elections. “Our existing system has served North Carolina for decades, but it is time for a modern platform that reflects how people work and access information today. We want a system that is secure and accurate, but also simple to use for the people who must file reports and easier for the public to understand and follow campaign finance activity.”
The new system is being designed around six core outcomes: transparent, secure, fast, simple to use, searchable, and trackable. The current system, built for the Microsoft Windows operating system, is not compatible with Mac/Apple systems. It also lacks modern features, making it difficult for treasurers, election workers, and the public to navigate.
The modernized system will provide several improvements for candidates, treasurers, political committees, and the public, including:
- Cloud-based filing: A fully cloud-hosted platform will allow secure access from anywhere and eliminate reliance on paper-based filings.
- Easy, guided filing: Step-by-step filing will help users complete reports correctly, prevent incomplete submissions and reduce errors.
- Electronic signatures: Candidates, committees and treasurers will be able to electronically sign reports and amendments, streamlining submissions and reducing administrative delays.
- Data imports: Users will be able to import information from commonly used campaign management, financial tracking and other software, reducing duplicative data entry.
- Improved public access: A central public portal will make campaign finance reports easier to search and access.
- Better tracking and transparency: Modern search and reporting capabilities will make it easier for the public and media to follow reportable political money.
In July 2025, the General Assembly provided $15 million to the State Board for the modernization of the State Election Information Management System (SEIMS), as well as the campaign finance reporting system. The system is also being designed to scale as technology and campaign finance reporting needs evolve.
“The goal is not simply to replace an old piece of technology with a new one,” Hayes said. “We are building a campaign finance system that reduces unnecessary compliance burdens while strengthening transparency, accuracy and public trust.”
The State Board is also working toward a transition in which electronic filing becomes the standard for candidates and committees. The Campaign Finance Reporting System Modernization Committee has recommended that the General Assembly require electronic filing through the new system for all candidates beginning with the 2028 election cycle.
The North Carolina State Board of Elections is an independent state agency responsible for administering elections and campaign finance disclosure in North Carolina. The State Board oversees the administration of elections conducted by county boards of elections and administers North Carolina’s campaign finance disclosure requirements.
